The Reintegration Program Manager will report directly to the Program Director. This position is a local (not expat), full-time contract position to end in March 2028 with the option for renewal pending funding availability. This position is based in Ho Chi Minh City, Vietnam.

Key Responsibilities
Design and implement project activities to achieve goals, objectives, and targets within budget, including assist services & training for beneficiaries.
Develop and implement reintegration services and workflows, ensuring alignment with international best practices and local policies.
Oversee case management for beneficiaries, ensuring personalized assistance plans that address vulnerabilities and long-term stability.
Develop and disseminate informational materials on rights, available services, and reintegration pathways.
Maintain and update the Case Management System for accurate tracking and reporting.
Collaborate with Vietnamese government agencies to ensure a smooth reintegration process.
Build partnerships with NGOs, INGOs, and private sector organizations to expand service availability.
Support data collection for documentation and reporting to donors and partners.
Work closely with the project team and stakeholders to ensure project scope, deliverables, resources, and timelines are met.
Perform other tasks as assigned.
Qualifications & Experience
Ability and willingness to learn and effectively use technology for program support and data
management.
Minimum 5 years of experience in grassroots/nonprofit/NGO work, with prior experience in program management, migration, human trafficking, social protection, advocacy, empowerment, and capacity-building activities preferred.
Experience working with returnees, refugees, or trafficking survivors.
Strong project management, budgeting, and reporting skills.
In-depth understanding of migration policies, bilateral agreements, reintegration challenges, and legal frameworks.
Proven ability to engage with government agencies, NGOs, and international organizations.
Fluent in Vietnamese and English (written and spoken) at IELTS 7.0 level equivalent.
Technology-oriented; proficient in MS Office, Excel, VBA, MySQL, Data Management, and AI.
Ability to multitask, stay focused, and work under pressure.
Ethical and accountable; confidentiality is a must.
Master’s degree in International Development, Migration Studies, or related fields required.

Willingness to travel frequently within Vietnam and occasionally internationally.
